If you own property in the US then you will have to continue to pay property taxes, if you continue to earn an income in the US then you continue to pay taxes.

Americans living abroad, including in Mexico, are subject to US Income Taxes unless there is a tax treaty with the government of their host nation which says otherwise.
For Mexico, I've been told that an American would be subject to US Income Taxes for three years after leaving the US 'permanently'. The definition of 'permanently' includes visiting the US for not more than 30 days in any one calendar year [or the three year period starts over], which means that you have to be outside the US for at least 335 days of each year.
I have not verified this with respect to Mexico as it doesn't apply to me.
And yes, Mexican taxes do apply to anyone who lives in Mexico, even if you are not a citizen of Mexico. As to what Mexican taxes exist or how they are computed or paid, you'll have to look that up. [I can't read Spanish well enough to check websites in Mexico.]

If you are an ex-pat, dont like in the US anymore, you pay taxes where you live. There are specifics on how much time you have to be out of the country to qualify.

That depends on where the moneys are earned. And yes, if the money is earned in Mexico, then it should be under their direct taxable policy.
