The U.S. passport that I have received has a tear. Can I still use it?

no - need to get a replacement - will need the damaged passport, your birth certificate and a note explaining what happened - then reapply - good luck

Technically no, but it probably depends on where and how bad. Unless you need this week, I would send it back for a replacement. Have it expedited and you can get it back in 2-3 weeks. If it's a bad tear on the front cover, you can't use it for sure. I would hate to go to the airport and be turned back, better safe than sorry.
