She loves you as a friend, but isn't attracted to you (i think). To make her want more? May not happen - she just may never have the necessary sexual "spark" for you that she does someone else.
Is there something about you that wouldn't excite a girl? Hygiene good? are you in good shape (not perfect, but reasonably good shape)?
Look at the guys she does date - the style of clothes they wear, what they look like, what sort of interests they have and then take an OBJECTIVE look at yourself.

I had a girl like that. She told me I would always be in her life. That one day she would marry me and be with me forever.
I haven't seen her in 3 years as she moved to another state 500 miles away and is married to a guy she met while she was dating me.

well, all i can tell you is be bold, sincere and persistent. My then-friend, now-husband came up to me after finding out i liked his best friend and told me that he was falling in love with me flat out.
I was so shocked i just shot him down.
But he didn't give up. He kept asking me out and kept emphasizing that he loved me and as long as i was in his life that it didn't matter if we were together or not.
it took 7 months before i was willing to go out with him. But now 7 and 1/2 years later we are married and happy. and he was right. So be bold, be sincere. and be persistent.
