I am a mother of a two year old boy and I am doing an airplaine theme. The invitations look like an airplane tickes, the decorations are going to be airlplanes painted in cardboard, and then I am getting helium white balloons to make clouds. As for games, put the pilot in the plane and an airplane flying contest with those cheap wooden airplanes.

Also if you search online for birthday party ideas there are tons of sites out there with so many different types of birthday party ideas. I would say just to keep it as inexpensive and fun as possible! Good Luck!!

If the twins are into the same cartoon make it that theme or do a movie theme like cars or Shrek 3, or give them a magic party...

How coordinated are they? How many other kids/parents?
Buy a goody bag for everyone, and write names on them.
Get everyone a blower, a water pistol, a bouncing ball, and bubbles.
Set your party up for about two hours.
Sample Schedule - -
0000 hours - everyone arrives, plays, etc.
0020 - everyone gets blowers! they will get good at it, tell them the no running rule, and not in peoples' faces rule.
Break the rule, you lose your blower and sit for [ child's age ]in minutes.
0040 - healthy finger food - veggies, fruits [ no choking hazards please. All children of this age should sit for all meals and snacks.] Break the rule, lose your food.
0100 - Bubbles! everyone gets a bottle, and learns to blow or wavewand. No running with bubbles, either - they will spill.
Break the rule, lose your bubbles.
0120 - Lunch! Serve some protein [ like chicken strips ] and Tater Tots - for some reason they all seem to eat them! No soda, especially cola! Serve a fruit drink or water.
0140 - water pistols! Have a few buckets of warm/cool water for refills. No aiming in peoples faces! Break the rules, lose the pistol.
0200 - put all their stuff [ blower, bubbles, pistol, and a ball in goody bags to go home. Don't let anyone play ball in your house.
0201 - have martinis.
TIPS:
1] use plastic tablecloth at all kid parties. You can buy a themed paper one to put an top, but don't ruin your furniture.
2] don't feed little kids in rooms with carpet. Feed in kitchen, and use other rooms for opening presents. Better yet, do it all outdoors.
3] ask your kids what they want the theme to be. Then go to dollar store/party store/ toys 'r' us for bags, blowers, etc. Two year olds won't remember it.
4] advise ice cream cake or cookies - many small kids don't eat cake. Put a toy [theme] item on cake,or serve cookies on theme plate.
5] don't serve things that stain - cola, grape/cranberry juice, koolaid, mustard [ stains eveything! ]
6] take lots of pictures!

We had our daughter's birthday party this year at our city park and it turned out really nice. The price was right, free, and the kids could be as loud as they wanted, plenty of space to run and play, and clean up was a breeze.

Have a race car party. You can make two cars out of cardboard boxes and let them have a race for the winner. I got this idea off a website below and they have wonderful (and cheap) ideas for kids parties.
