It's another term for those who currently identify as "Pagan". The two terms are usually used interchangibly, but the "Neo" prefix is sometimes used to distinguish those who identify as "new" Pagan today, from those who practiced Paganism in their original cultures.

Neo Pagan is like pagan revival.
Very few Pagan traditions have any sort of written history anymore. A lot of is was oral tradition. A lot of the Gods and temples were preserved through lore and Saints but some traditions are rebuilding what they know.
Some is recently founded. Wicca was "founded" in the 70's and has evolved into Wicca today. I am not super knowledgeable about that though.

Geezah worded it very well. I use the term "neo-pagan" to distinguish my practices from that of the ancient indigenous peoples who were following their cultural way of life. Even though I follow a reconstructionist path, there are many parts of what the ancient peoples did/lived that I have no desire to include in my practices. My practices are therefore "new" even though they are strongly based on what I can learn of the ancient Celts.

"Neo Pagan" means "New Pagan," as though there is a new form of paganism around.

Solomon wrote that there is nothing new under the sun.

Neo Paganism is just the OLD paganism on the rise again.
New or old, paganism is paganism.

neo - from Greek simply means 'new'
Neo-Paganism is (ugh) today mostly a mishmash of various beliefs comprising of 1) Eastern Philosophy 2) Various Pantheons (beliefs in Gods of various Cultures) etc.... too tired to go into lengthier answer... you might check http://www.witchvox.com and see many of their interpretations/ various groups...
