"Estados Unidos" is abbreviated as "EEUU" (also: EE. UU.) because in Spanish the abbreviation for a plural item doubles the letter of the abbreviation. The same is done, for example, with the abbreviation for "Fuerzas Armadas" (= Armed Forces), which is "FF. AA.", indicating that the abbreviation relates to a plural term.
The English language knows this custom too, albeit in a few cases only. For instance, the abbreviation for "page" in singular is "p.", whilst "pages" in plural are abbreviated as "pp.".
Sometimes, however, the abbreviation "EUA" (Estados Unidos de América) is used in Spanish, but not often.

The double E and double U indicate that the letter represents a plural. Some other common Spanish abbreviations, among them FF. AA. for Fuerzas Armadas (Armed Forces) and AA. EE. for Asuntos Exteriores (Foreign Affairs), do the same thing. (Also in very common use are the abbreviations without the spaces and/or periods, such as EEUU, FFAA and AAEE.) Such a doubling of letters isn't done for all plurals; ONU is the abbreviation for la Organización de las Naciones Unidas, the United Nations.

The abbreviation means "Estados Unidos", but since Estados (States) and Unidos (United) are plural words, there was a rule in spanish grammar that required repeating the letters when abbreviated.
For example, "Public Relations = Relaciones Públicas" was abbreviated P.P.R.R. for the same reason.
Now, it is not necessary, this rule has changed but it is still used in some cases just because we are used to it.
That is the reason, I hope I helped you.

It is usual in Spanish to repeat the letters to express plural.
EE = Estados.
UU = Unidos.
Other example in many offices you will see RR. PP
It means.
RR = relaciones
PP = públicas.
In English Public relations.

because ( Estados Unidos) is in plural, so to remark it, we write two E ( EE) and two U (UU)
(singular)Estado- E unido-U
(plural)Estados-EE unidos-UU
so we write EE.UU.
