The government does grant aid to areas of shortage. There are many private scholarships as well. Some shortages may be regional or even just in a particular city or town. In cases like this, there may not be a federal program, but there may be a local program of aid. Currently there are not any particularly critical shortages.

All has to do with who has the power in Congress, which people speak up loud enough (the squeaky wheel gets the grease, right?). Also one has to look at the federal budget and this damned war going on.

The college may not be complying to the government polcies.
