Its a military spec titled:
COATING MATERIAL, HEAT-RESISTANT, FOR FERROUS SURFACES

This spec has been cancelled Ocober 20th 1982 so I dont know what it is exactly.

It's the military specs for heat/rust qualities of any given paint.
