Can mute people whisper? Or do you need a voice to whisper properly?

a true mute can not medically talk but many deaf people are thought of as mute b/c they don't talk. many times it's b/c they can't hear their voice and haven't learned how to use it. so in answer to your q,no, a true mute can't whisper but, a deaf person who chooses not to talk can.
