Check out the state and county regulations where you live. Most of the time their laws on the subject are there. It was really fuzzy for the state I live in so I called both the State reglitory office and the County Licencing office. Guess what. All I needed was to be recognised as a leader in the congregation and permission from the rest of the congregation to perform a marraige. But thats the state I live in. Check yours out.

I got mine through Universal Life Church. Used to be ulc.com but I think they changed the website. Google it and it should come right up. It is free but then if you want fancy certificates and paperwork it costs you.

Depending on where you live, the government probably has licensing requirements. I'd look there first.
