yes, and no.

During Boot camp/Basic training : NO, not at all.

During Schooling: yes, in your barracks room or the plethora of wi-fi/internet cafes out there.

In the Fleet/Field: depends. you will NOT be able to hook up a Privately owned Laptop to the official gov't internet. so if you were on sea duty, you could NOT hook up to the Ship's LAN and connect to the internet while underway. out in the field.. again, not to the offical access servers.

Your joining the military....the fun and games stop there. You will be so busy between boot camp and getting trained in other fields that you will have little time to game. Think about what you want to do with your time and life. I like playing computer games too but its comes after my job. Do you want a career with benefits or do you want to sit in front of a computer all day.

Heh yeah... if you join and you're automatically a General or something!

Your own personal laptop you'd have to buy YOURSELF - and you wouldn't be able to use it at work. We're all connected to a huge network, full of firewalls and proxy servers... so anything you'd want to access would probably be blocked anyway.
