Oz is a measure of volume, kilograms a measure of mass. It will depend on what the substance being measured is. 5 oz of cake flour will not weigh as much as 5 oz of bakers chocolate.

Noota Oolah is sort of right - Fluid ounces are a measure of volume, but ounces is also to pounds, and definitely a weight measurement.
