Yes, if you are applying use black ink all the time. It stands out. Blue is okay but never never use any other ink besides these two.

Many people might consider this an insignificant question; however, the phenomenal quality of copiers, facsimile machines and scanning devices can make it difficult, if not impossible, to distinguish between a black original and a black copy. That is why my originals are always in blue.
The reason for black ink is the same as the old saying about the paint on the model T: " You can get one in any color as long as it's black.". It is the cheapest color to produce. An obvious example of this would be the color "Royal Blue". In many representations, the mother of Jesus is depicted this way. A color she could never afford on a tradesman's income as a stay at home mother.
Also, I frequently need to turn my personal notes over to others for follow up. Because my black photo copy is continued with "Original to.....", I always have a dated notation of when this responsibility was transferred.
Few people realize that job outsourcing is a direct result of our professional decline to "business casual". Your extremely disciplined appreciation of detail and continuity is rare. Ballpoint pens: Blue, the black ones are terrible and I usually have a harder time focusing my eyes on black ballpoint pen ink for extended periods of time.
Art or expensive buisness pens: Always go with black, gasparin is right it does look more professional.
