Of course you can! How could it possibly be against the law?? As long as she has clear title to the vehicle she can sell it to anyone she chooses to -- even you!
FYI, she is under NO legal obligation to ever change her name to yours just because you're now married. It's optional and many women are not changing their names any more due to the massive hassle involved in a name change. Driver's license, credit cards, loan accounts, Social Security cards, all would need to be changed and many women have woken up to the fact that it's a major hassle with no real benefit.

There's a form from the DMV which I believe is called the "Statement of Facts", or something along those lines, and basically, when a vehivle is being transferred within family, (including spouses), you don't have to do a smog check, and I think you avoid some extra fees.

It's possible to transfer vehicles between family members, and the CA DMV has a good page that describes the process for you: http://www.dmv.ca.gov/pubs/brochures/howto/htvr1.htm
The page has links to all the forms you'll need and will tell you what fees you can expect (somewhere around $15, I think).

She should be able to add you to the registration. I'm not sure why you would want to do it as a sale of the vehicle, because then you might get taxed on the sale.
At any rate, California is a community property state when you're married. What's yours is hers and what's hers is yours so it really doesn't matter.

As long as you have a bill of sale and she has signed the title over too you it is 100% legal.
