Tiny Tim was a real singer who became well-known for his rendition of, "Tip-toe Through the Tulips."

One thing that made him stand out was his high-range musical voice and the clarity with which he sang.
Perhaps this is what the person is referring to.
(Blue eyes would be considered "clear" as when often they are compared to "a calm lake," etc. So, if used to describe a voice, I would guess they are saying it's a clear voice, hence my comparison to Tiny Tim.)

Tiny Tim is a mythological person. The phrase 'blue eyed voice' would seem to suggest synesthesia, so maybe the speaker is a user of psychedelics, perhaps LSD.

The voice of Blue Eyes (Frank Sanatra) with a touch of Tiny Tim.
I think it is referring to the voices of two famous singers.
Both had exceptional singing abilities and voices. Putting them together would be spectacular albeit somewhat unusual if it were possible.

I don't think they like your singing that much. Because those two are a startling contrast. I mean, Frank Sinatra and Tiny Tim.

Tiny Tim is the guy who sang Tiptoe through the Tulips.

Tiny Tim is a character from Charles Dickens' book A Christmas Carol. He was the sick and lame son of Scrooge's overworked employee. His famous quote was "God bless us everyone" so maybe the person meant that you're an optimist even in the worst of times.

Or the person could well be on acid, or thinking of the mythological character another poster mentioned (I think he meant Tom Thumb).

When somebody says this, it means it's time to call a designated driver.
