Low carb...avoid milks. Whole grains only...no other breads, work out 5 days a week and watch the pounds melt off. Lost 15 pounds in one month and 30 overall then hit a snag due to falling off the diet. Key is high protein, low carb (not no carb), and excercise. You'll like the outcome if you stick to it.

My sister has lost 30 pounds in the past few months by following Dr Gott's "no sugar, no flour" diet.
She says it is the easiest diet she has ever tried (and she has tried a lot of diets) and she said it has been the diet that has worked the best.
It's simple, you just don't eat anything that has sugar or flour in it. Sweets are OK as long as they use Splenda or something like that... Carbs are OK as long as they are good carbs like rice or potatoes. The only thing she doesn't eat is stuff with sugar in it or flour in it, and she looks great and feels great.
I think Dr. Gott wrote a book about the diet.

Having a milk allergy has nothing to do with what diet you can use. Most diets are based on high protein and low carb or healthy carbs. If you need calcium, try soy milk or chew tums.

Cut your calories to about 1200 a day. Don't eat 3 hours before bed. Start a cardio/weigt training routine. It takes disipline, and self control. You can do it!
