The cigarretes are much cheaper if I order them online from the UK company. But am I going to be charged taxes when I get them by mail?

You are required to pay taxes on it. I live in PA - they have recently cracked down on people evading taxes on cigarettes by buying them online, somehow got the information and billed a large number of people for the back taxes and penalties. Could happen in CA also.

Same as all other goods entering the EU ... In order to 'protect' our own businesses, all EU countries impose about 5% Import Duty, then add VAT on top (UK, 17.5%) & finally there will be an £8 to £10 'handling charge' ..

Almost certainly. Keep in mind that CA can also levy their tobacco tax on top of Federal duties and taxes. This will often negate any savings.
