It's called a gaff -- a big hook on a handle a few feet long. Yes it's legal, as long as the fish is legal. Halibut have to be 22 inches long to keep, so if the fish is smaller or borderline, use a net. A net is also good for smaller keepers because it doesn't leave a hole and wreck the meat near it.

On the other hand, if a halibut is over 10 pounds or so (30 inches), I strongly suggest you use a gaff. Trying to net a big halibut is a great way to lose it, or to have it jump out of the boat, or just wreck the net (I've seen all three happen). Use the gaff to stick the fish just behind the head, then pull it over the rail quickly before it comes off, then whack it between the eyes to quiet it down before taking it off the hook.

It's a gaff hook. The State of Califonia has recommended eating no more than 3 ozs in a 30 day period of fish caught in our fair bay for the 40 years I've been fishing. Remember the Gold Rush and all the mercury used up in the Mother Lode. You can most likely use the gaff to retrieve a fish you have caught using a pole and line. As long as the fish is big enough. You did buy a license??? The guy selling them would also have a booklet with all the answers.

I take you mean a gaff,yes.Also use a large handled net.
