Depends on how your first impression of the person was. If you feel alright with them then why not, I mean isn't dating meant to get to know people better?

If you don't feel comfortable with that person or have a bad feeling about it then I wouldn't recommend it. Use your gut instinct and ask your friends what they might think. They may pick up on something you missed, especially if you find this person attractive.

NO it is not a smart or safe thing to do.

If you are new in the area, go out in a group of people until you get to know and trust the opinions of others in the group who will steer you to the "safe people".

Do you mean on a date? I think intuition is a huge factor in these choices. If you feel creeped out or afraid of someone, than NO. If you feel that it could be an interesting new experience, than YES. How do YOU feel? No second guesses here............
