1. All dogs shed, but of the ones you listed, the toy poodle will shed the least.
2. & 4. All of these dogs, when well-adjusted, can be playful & good with other dogs.
3. The poodle will most likely be the best swimmer, but all dogs can learn to swim. Whether or not they will WANT to is another issue.
The best way to learn which dog is best for you is to call your local dog rescue or humane group. In Southern California, there is a rescue for every breed. Contact the rescues, offer to be a foster home, and you will learn all you need to learn about these breeds before you make a commitment for 15 or 20 years. And, you'll get great Karma points, too!

A Pomeranian and toy poodle take some maintenance in their grooming. They don't shed alot and are playful and depending on the dog may swim and get along with other dogs. Mini dachshund are about the same just no grooming every week. The cavalier king charles spaniel and cocker spaniel are bigger dogs shed little, playful, and will mostly likely enjoy swimming depending on the dog. You didn't list this one but a schnauzer might be good to. They come in standard or mini depending on what you prefer and they are a non-allergenic non-shedding dog and are a little bit bigger than some of the toy dogs you mentioned so might prefer water better.

Cavalier king charles spaniel hands down. They are so cute and are very outgoing with people and other dogs. Pomeranians are very moody as are dachshunds. I was attacked by 2 cocker spaniels so I do not like them period, and toy poodles are ok, butthey have a lot of health issues. Good luck and God bless.

Lets see, the pom is super hyper jumping up and down cute fuzzy ball of fur, not good with kids. the mini dachshund acts human, and will change your life if you have one, I will get one when I'm a old lady someday, but they growled at my kids, and wouldnt let my husband sleep in his bed anymore, so Oddie had to go. He was so cute though he had these saggy balls that hung to his feet, and he would try and get up on everyones lap that visited. The cavalier was bred way back for women and children, this is not a mans dog. I dont even like the look of them. All of these dogs are hard to housebreak, wont you try a mini english bulldog, they are awesome. Just look them up on the net, and read. If you are stuck on a small dog, get one thats mixed with a poodle, they are healthier and have better temperments, promise, I fostered many different dogs before, so I know. The pug is a nice little dog too. I just really dont like your list above. You should go out and get the book titled "why we love the dogs we love" it would answer all your questions. Plus it talks about which dogs the kings and queens owned, there are very endearing stories in it, and in the back of the book, it matches your personality up with the right dog. Like if your dominant and a little loud like me, the tuff dogs are for you. If your a quiet reserved kinda person, the sweet dogs are for you. Then they give you a list of dogs to choose from. It's really amazing. I would be bored with a dog that is too sweet and submissive, I do better with a challenge. hope I helped.

My pick of your choices would be, toy poodle. Poodles were originally bred for working in the water, and their feet are webbed...so if introduced to water at the right age they should love it. Like the standards, toy poodles are non-shedding, and have no smell. The coat will need regular professional grooming to keep short. They are smart and trainable, can be a little strong willed, but this gives them the nature to be fine with other dogs. For more info on all your choices see the breed index here, http://www.akc.org/breeds/index.cfm
Another small dog that likes to play, and descends from the portuguese water dog, and thus likes water and has webbed feet is the Havanese. The Havanese is non-shedding, but needs to be brushed often if the coat is left long. The Havanese is a very playful dog, and a great family dog. http://www.ckc.ca/en/Default.aspx?tabid=99

I would think the toy poodle. I've never tested my dachshunds on swimming but I would think they're not good at it. Spaniels are great water dogs but shedding is a problem and sometimes they get territorial with other dogs. A pomeranian is a puffball so I would think there'd be lots of shedding. (I could be wrong.) So my suggestion would be the toy poodle and have it groomed.

so when i look at your list here is what comes to mind:
mini dacshhund: will have back problems
cavalier king charles: will have heart disease
cocker spaniel: can be aggressive and have bad ear problems
toy poodle probably your best bet on the shedding issue
poms are good but more hair to deal with
and any breed can have health issues but many breeds are predisposed to certain things.

Out of the ones you suggested, a Toy Poodle would be best. If you wanted something different, a Bichon Frise, Maltese or Kerry Blue Terrier might be a good choice. All fit your description.

Personally, the only breed I would own out of all of those is a Pomeranian, but I'm not sure if they swim or how much they shed...
