If you are running a business you must collect and render sales tax for any sales within your state. If you're just selling some excess personal property without turning a profit -- casual sales rule -- you don't collect and render sales tax.

Tax is only required if your buying something from the same state as the person selling it.

It's required if you keep the books necessary for a small business or online venture. It's a good idea to ask for taxes from any buyer within your state, but I don't think a tax agent is going to kick your door in and demand it. At least, I hope they don't.
