It means forever.
However, "por siempre" is more poetic. Por is used a lot less, but you probably won't see "para siempre" in a poem. =P

I'm not sure about this, but I think if you wanna say "for always" or "forever," you have to say "por siempre"... I think "para siempre" would mean, like... for the sake of forever, or, to badly Anglicize it, "for the long run." Like, maybe, if you said Esto se nos beneficiará para siempre." - This will benefit us forever, in the long run, etc.
So, in conclusion, it means "forever."
