Only if you don't care about her safety and don't mind an expensive ticket, probably for both you AND the driver.
I used to drive an ambulance. The worst calls were the ones where we had to pick up a dead child that had been crushed by their parent in an otherwise minor and completely survivable accident. The major reason that I quit that line of work, I couldn't stand the heartbreak.
Screw the law. If you LOVE your daughter, get a car seat and USE IT!

Welcome to America!
Get a car seat. Use it for every trip anywhere. Not only are you breaking the law if you don't, but you are putting your child in danger. At 15 months old, she should still be rear facing, as babies should stay in a rear facing seat as long as possible, up to the height/weight limits of their seat. Get a Cosco Scenera $40 at Walmart. It will rear face until 35lbs. Then turn it forward facing until 40lbs.

Absolutely NOT!!!!
Get into the habit, cause you're in America now, and that is the LAW!
Why would you want to endanger your child? Regardless of what the speed limit is, things happen, and has happened, don't be a statistic.

here in the united states it is against the law for your child to not be properly restrained in a child safety seat. its even sadder that you would be willing to risk her life because you never put her in a car seat. in a car crash if you were holding her she would fly out of your arms because the pressure from the force of the crash would be to great. get her a car seat NOW! she may not like it but she needs it. and if you truly love your child you will ensure that she is properly restrained.

.NO!!!! she needs to be in a car seat. if you do not no how to install it take it to your local fire department they can show you how to do it correctly. everyone should be wearing a seat belt in the car. It doesn't matter how fast or slow you will be driving major injuries can result even from an accident at slow speed. You don't want to risk your babies safety.

It is illegal and unsafe. She is young enough to adjust! Go get her one with an interesting fabric that she will enjoy, and get her a toy for in the car!
