It is legal to own one if you can find one that you like, but it will have to be pre-driven (used).
Brand New Police Interceptor Crown Vics can only be purchased by municipalities.
Ford does not sell them retail to the puplic. PERIOD
As others have suggested the pre-owned ones are usually a bit on the 'rough' side .
I have taken them in as trade ins when we order new ones for a couple of local police departments. But that is rare. Occaisionally they replace a 'detective' car & those don't usually have a lot of miles on them & are not as rough.
However most 'squad cars' have a very plain interior.
The front seats are very plain cloth buckets with no center console or armrest & the back seat is very plain, cheap vinyl.
& they have a cheap, crappy radio.
The police depts. also remove the lights & other equipment so you may have some holes drilled into the vehicle that you don't need/want ( like the holes where the rifle mounting brackets used to be in the trunk)
You would be much better off getting a Mercury Marauder, but those would also be pre-owned, Mercury doesn't offer them brand new anymore.

Don't worry, there are hundreds of thousands of these cars around, it will be easy to find one at any time in the foreseeable future. If you can't get a P71 then you can opt for a civy model with the Handling/Performance Package. The HPP has most of the Interceptor bits, like dual exhaust, HD torque converter, 3.27 gears, transmission cooler, HD suspension ,etc. Contrary to popular belief there is no special "chip" or anything. The P71's have the same amount of power as the Civy HPP model. The P71 does have the governor raised to about 130 MPH Vs. 107 for the civy model, because the P71 has a composite driveshaft and the civy model has a standard steel driveshaft that tends to vibrate alot at triple digit speeds.

The crown vic police option is a nice car. But as others have said, it will have been thrashed. Get a maruader instead, if you can afford one. It's a police package vehicle offered to the public. The mercury marauder is awesome, if the four door family sedan/sleeper is your taste. Check into it online, it actually looks lots better than the c/v.

A black one is legal.
A black and white one - police car style - is illegal in California and possibly other states. A black and white has to be repainted for civilian use in these states.
You can buy old police cars at local government auctions. Many taxi companies/drivers bid on these cars.

Generally, its legal. You can buy used ones at police auctions. You may be able to buy the package via a dealership - the police out-fitted Crown Vic's are 'DSO' - dealer special option. I haven't checked it out myself, but most of the options the cops get (heavy-duty suspension, wiring package, tire package and upgraded engine) are generally available.
The engine might not be - although this may not be the absolute last word, I'm fairly sure (in California, for example) the police engine is not legal for civilian sale, due to lack of smog reducing items. But - you might be able to get a good used one.

Why would it be illegal? They're street-legal vehicles as long as the insignias and flashing/rotating lights have been removed.
Some police departments sell or auction off their high-mileage vehicles. Perhaps the more important question is, do you really want a high-mileage car that may have been abused by lots of hard acceleration, pushing stalled vehicles off the road, and y'know, the occasional PIT manuever, etc, etc.

As long as all the markings and emergency warning equipment have been removed. My suggestion would be to buy a "regular" crown vic.. A police car is not much different than a civilian car. Cops rag these cars out...BAD. 150,000 cop miles would be about 300,000 civilian miles.
