Your workout routine is not very good, you are doing to many reps and not enough weight. Try doing about 8-12 reps and not be able to do any more then 12, if you can do more then 12 go up in weight. Try putting weight on your back when you do push ups, bench more weight and try doing leg lifts instead of sit ups. You really should start working other muscles as well, do squats, dead lifts, overhead presses and rows. And to answer your question about the Whey, either take it before or take it after, you don't need both.

You shouldnt drink your whey protein until you start working out correctly because it would be a waste of money. You shouldnt be doing more than 15 reps for about 4 sets which is still too much. Join a bodybuilding forum. If you still want to drink your whey protein have 1 in the morning when you wake up to replace the protein quickly and 1 straight after you work out. Put it in a bottle, add water to taste, and shake the bottle for 1-2 mins hard. Chug it. You should have at least 200ml in, no more than 500ml.
