No answer yet from the DMV... But if you did not have a drivers licence of any kind. And got a drivering with no licence ticket. .. Do you have to pay the ticket first before trying to get the licence? Or can he get it but still have to eventually pay the ticket fine.

Operating without a license is a serious charge in most states, and would make you ineligible for a driver's license until the citation is resolved.
I am curious about the point of your question. If someone received a operating without a license, he should have received a court date on his citation. This is not a routine traffic ticket, and carries some hefty punishment if the court date is ignored.
If he received a court date with the ticket, and did not show or pay the fine, he won't have to worry about a license. He has bigger problems.

That's a hard one... Since you didn't have a license in the first place you could probably fight it and get it removed, driving without a license dictates that you are a licensed driver but was not carrying it on you at the time of ticketing. and if driving without a license in the first place I believe is considered a felony, but to right you a ticket for driving without a license when you don't even have one is kinda odd, the officer may have been trying to be nice and let you off, it would probably be in your best interest to pay the ticket.
most states wont let you get a license if you have any unpaid fines even something like a old seat belt violation could stop you from getting your license.
They wont actually put a warrant out for your arrest, but a bench warrant, meaning if you do give them a reason to arrest you, you will spend a day or night in jail get a court date at that point you will be appointed to have to pay the ticket or do so many community service hours to pay off the the ticket as a alternative. its unlikely that they will give you actual jail time, at least I don't know anybody that has undergone more then a week in jail for a bench warrent.
Because of this you may not be able to get you license till you are 18 years old.

Well I do not know what state you are in but in Colorado if you get a ticket & do not own a drivers license more than likely you can not even get a drivers license for quite awhile. It's called penality. I would recommend you pay the ticket as soon as possible. When & if you are able to get a license more than likely the insurance company you get in your state will trace you by the ticket you received & you will have a mark against you. Therefore your insurance will be higher because of the ticket.

Usually you must pay all outstanding tickets before the DMV will process any request. When getting your license they may just add the cost of the ticket onto the cost of the license.

He's going to have to pay the ticket and I thought in some cases having a driving offense before getting your license could result in a delay of actually getting a license, especially in the case of a minor.

Drivers licenses are issued by the state DMV. Tickets are issued by local police, or by the highway patrol. Just apply. Plenty of people renew licenses with piles of unpaid tickets.
And pay the ticket.

My guess is that as long as the ticket is not overdue there will be no problem. If overdue, there will be a bench warrant issued.
Sometimes driving w/out a license will prevent a young driver from being allowed to get a license right away- any law in California like that?

you only have a certain amount of time to pay a ticket before a warrant is placed out for you, unless you want to get arrested I'd pay the ticket before going into get a license. (at least that's how it is in Missouri, they have a date on the ticket that you have to have it paid by or else)

Well you got a ticket for driving without a license so in many states you'll have to paid the ticket and then go get license and appear in front of a judge to prove you did got your DL, if you don't get it done then the judge will issue a warrant for you to appear in court cause to start you were driving without DL

I live in the state of Ohio and I know it is the law here that you must pay the ticket if you have a liscense or not. It seems like it would be that way in most states, the BMV wants the ticket taken care of ASAP whether you have a liscense or not.
