When someone is born with a veil, it means that part of the amniotic sack draped over the head when the baby was on it's way out, so this membrane was over it's face on it's arrival to the planet. People born in this manner are said to have the gift of prophecy, the ability to see "beyond the veil". I am not sure what the crown of blood part refers to, but it is likely related....
