I am a male. Can I choose to be born where I want and sex in my next life ? Why some people remember their past life while most can't?

I don't know about past life memories but yes you can choose your gender, where you are born, and even to whom you are born, As well as the lessons you will learn in that lifetime.

You're asking two different questions here, so I'll answer the second one first. Memory is based on the impact of an event on your consciousness. So if something dramatic happened to you in a previous life, you might feel or think you can remember it. But it is very rare. If you experienced some kind of illumination in a previous life, that has a major impact, so you might be able to remember being spiritual in a past life, but not necessarily where and who you were.

As for the first question, most spiritual-based systems believe that the male principle is dominant than the female. This might be male arrogance, but either way, it is assumed that if you are a fully enlightened male, the next step is to ascend into the level of the gods, so either way, the sex you choose is not that important.

I think that females are more compassionate by nature, and men are more logical. So it would make sense if in nature the male is the stronger principle of thought when it comes to the soul. And as the soul goes, knowledge and not compassion is the most important thing. But I could be wrong about this.

Yes i believe so. But our lives are chosen with bigger things than that in mind! We choose our lives who our parents will be and what will happen acccording to the lessons we can learn from that life time to hopefully evolve at the end of it!
I honestly dont think gender has much to do with the decision our soul makes!

born as a dog or a cat it is your choice?

I believe that a soul has a little bit of control over who they will be in the next life, and perhaps that does include gender.

When your spirit goes to the spirit world at your mortal death you will remain a male and forever will after the resurrection.

Our past lives were those in the pre-mortal existence with our Heavenly Father, living with Him as His spiritual children.

No. We will receive heavenly bodies. What is also neat is the Lord has chosen names for each of His children. Somebody's name in the Old Testament was extremely important. For their names meant something vital about God's will for their lives. I have no doubt whatever name the Lord has chosen for me and each of His children will play a big part in our duties in heaven. I can't wait! Maybe tonight.

I am sure you can ask, and I do believe that we are perfected through multiple lives, but I wouldn't argue if you are told otherwise.
