I had the same problem, and it turned out to be two compound causes:
1) The connection between the bulb and the terminal was obstructed with soot. The terminal had to be cleaned out with a dry rag and some compressed air.
2) One of the bulbs was turned & clicked into place in the wrong direction.
That may not be the answer for you, but what the hey.

Hey; Could be your integrity relay. It's the relay that turns on your bulb check lamp on your dash. It is located on the left side of the steering column, under the dashboard clipped on the edge of the dash. It's round, about the diameter of a silver dollar,3 inches long, a large round plug with a lot of wires and is probably black or red. All of your exterior lamps run through this unit. They do go bad some times. Easiest way to check is substitution, but you can use a test lamp to see if the power goes in and out again. Have replaced this unit many times for similar symptoms. Good luck

The 200 series (and others) Volvos suffer light socket corrosion in a big way, especially in the rear. Remove the bulbs and clean the sockets with some electronic contact cleaner and a stiff brush. This should be done periodically to keep the bulb out warning light from bugging you incessantly.

The connection to the bulb is bad. Take out the bulb and scratch the contacts with a coin.
