there is a company, I think in Santa Barbara, that makes a pre boost fan, that supposed to keep everything under a couple pounds of boost to eliminate turbo lag
you can find them on ebay.com
if you want full on, just disconnect the waste gate hose.

It is already "on" all the time. The only thing that changes is how much boost it is making. The turbo is spun by the exhaust gas leaving the engine. At low RPM that will not be much, as the engine speeds up more gas leaves and spins the turbo faster so boost will increase. If the boost gets too high a relief valve will open and allow some of the boosted air to escape. You can modify the relief valve to keep more boost in. This will result in more power and a faster vehicle, but can blow the seals in the intake. Talk to a mechanic or someone more familiar with your particular vehicle before you try that.

That is called a supercharger. Different machine. You need a balanced blueprinted engine and a big bank account for you are going to go thru fuel even at an idle. These are belt driven(not a small V belt but a cogged belt about 4" across. That takes power from the motor just to do the work.
Also you will go thru engines. Like they are good for 1 race, (10 seconds) and then they are torn apart and rebuilt for the next one. A street rod will be running hot all the time.
Turbos work when you step on the gas(to do a pass).or climb a hill.

The turbo only builds boost when there is a load on the engine, if you rev it to 6000 rpm's in neutral no boost, now if you have it in gear with a load on it and above usually 2200 rpm's the turbo will build pressure or boost. The only way to keep building boost is keep your foot to the floor. The belt driven supercharger works basically the same, except it is mechanically driver

even though turbo lag is good unless you have a drag car. you use the turbo lag for traction, to pressurize the entire turbo/egnine system. but there are systems out there that will spool your turbo to put out boost while you are at a stop...called sit and spin..because that is what you will be doing with a car with stock tires..hope this helped, good luck

it is spinning 100 % of the time that the engine is running.. what are you trying to do, increase the boost?what you may not understand is that the exhaust pressure drives the turbo, so at an idle or at low rpms it doesn't compress as well as when the engine is running faster.

Well if it is standard shift, you could have the rpms at about 4000 all the time....then the turbo would always have boost.....prolly not smart but would do it! (-:
