Officially, most beaches in LA and Orange County close at 9 PM and 10 PM.
Like Peedlepup said, you stand a better chance of encountering a homeless person than the police. However, I would take my chances with the cops more than some of the seedy characters I've seen on some of LA's beaches.
If you're looking to stay out late at the beach, take your firewood to Bolsa Chica in the OC. The gates close at 9, the beach "closes" at 10, but the enforcement is pretty lax as long as you're not causing trouble.

The "official" operating hours of Los Angeles and Orange County beaches is 6:00 am to 10:00 pm.
There is an "anti loitering" ordnance on Los Angeles County beaches from 10: pm to 5:00 am, however you have a better chance of being bothered by vagrants, transients, and the homeless, than by the police.

I think most the L.A. metro area beaches close around 10:00 pm officially....but it never stopped us----It's pretty hard to "close" 60 miles of beaches...If you're not raising to much HELL, they leave you pretty much alone (at least the further you get from Venice Beach...)
