ok..I am a citizen..I was born here....but the adjacent city to mine is mexico....we are required to have a passport at the beginning of january......so...I need to get one....does he need one to?? I mean he is just a baby!!

Yes. Any citizen that wants to exit the country is now required to have a passport.

ABSOLUTELY, DEFINITELY, POSITIVELY YES!! .
ALL CHILDREN REGARDLESS OF AGE (INCLUDING NEWBORNS AND INFANTS) MUST HAVE THEIR OWN PASSPORT. (straight from the passport website below)
They have become very strict about children as there seems to have been a problem with international kidnapping of kids to bring to the USA for adoption. YOU want to make sure that your kid is properly identified and documented as being YOUR kid born in the USA before you take the kid outside the USA. Otherwise you may have some problems with getting back in.

Yes you will need to add baby to your passport unless you want to go to the expense of a separate one which I would not advise you to do in case of loss or theft.

Yes, I had to ge my child one because if you get killed and the baby lives withlout his own pass port many problems. so be safe,
