Jesus told the apostles, "Ye shall be baptized with the Holy Ghost not many days hence." (Acts 1:5)

1 Corinthians 13: 9-10 says, "For we know in part, and we prophesy in part. But when that which is perfect is come, then that which is in part shall be done away."
At that time they prophesied "in part" because they did not have the complete New Testament, but when the complete New Testament had come, "the perfect" (the perfect law of liberty), then there were things that were going to cease.
Notice verse 8 says, "whether there be tongues, they shall cease." The miracalous gift of toungues indeed has ceased because they are no longer needed! We have the complete Scriptures!

Holy Spirit baptism was promised to a select people at a select time. This type of baptism no longer is in effect.
As proof of this, note that water baptism was commanded and practiced in the New Testament. (Acts 2:38, Acts 10:47-48, Acts 8:36-39)
By the time Ephesians 4:4-5 was written, the Bible says "There is... one baptism"!
If both water baptism and Holy Spirit baptism continued at that point, then there would have been 2 baptisms, and not one!
Is the writer of Ephesians (the Apostle Paul) wrong? We can see that water baptism was taught and practiced by that point, so if there is only "one baptism" as the Scriptures say, then that one baptism must be in water and this means that the Spirit baptism had ceased!

If you feel it was not given at your baptism for some reason, then you need to have elders lay hands on you.
I dont think there is any value in speaking in tongues anymore. I believe it was done truly to inaugerate the church but after that, was not needed. So I wouldnt look for that as a sign of anything. I think 90% of it out there today is manufactured and not a God given sign.

Don't listen to these ppl who don't have any kind of relationship with the Holy Spirit. Do continue seeking and allowing ppl to pray with you. Don't ask just anybody to pray with or for you though. Make sure that the ppl are faithful to GOD and that they have experienced what you seek.

Get people to lay hands on you and pray for you to be filled with the Holy Spirit, and that He would show you. Then, just clear your mind, and just loose your tongue. Don't even think about it, just pray to God and it'll come out.

You are far better off if you follow the Bible, than to follow a denominational teaching. Read the Bible you will see that all christians are baptized with the Spirit of God when they become Christians.
