I flirt with him by staring at him then looking away quickly and he does that too. I know if he rejects me, it's not the end of the world, but won't I feel embarrased?

you will be embarassed--but just go for it...I did, and was rejected only because the guy had a girlfriend that like nobody knew about other than his bff, but he said he would if he didn't have a gf

I don't think staring at him means flirting,stalking maybe. He might be wondering why you keep staring at him. Just go up to him and start a conversation yes it's that easy.
