Yes, the ancient Hebrews understood "the Living God" to be "God Almighty", or Jehovah. Interestingly, the apostles Peter and Paul (both Hebrews and former Jews) referred to Jesus as 'the Son of the Living God'.

(Matthew 16:16) Simon Peter said: “You are the Christ, the Son of the living God.”

(1 Thessalonians 1:9-10) You turned to God from your idols to slave for a living and true God, and to wait for his Son...namely, Jesus


Jehovah "appeared" to Moses in that His glory (and angel, of course) manifested in the presence of Moses.

(Exodus 33:17-20) Jehovah went on to say to Moses: “This thing, too, of which you have spoken, I shall do...” 18 At this [Moses] said: “Cause me to see, please, your glory.” 19 But [Jehovah] said: “I myself shall cause all my goodness to pass before your face...” 20 And [Jehovah] added: “You are not able to see my face, because no man may see me and yet live.”


Even there on Mount Sinai, the bible indicates that Moses did not speak directly with Jehovah (God the Father), but with an angelic representative.

(Acts 7:37,38) This is the Moses... This is he that came to be among the congregation in the wilderness with the angel that spoke to him on Mount Sinai

The only god there is, the God of Abraham and Jacob in fact visited and counciled Moses and led Israel out of egypt.
