The two most popular brands are made by Grumbaucher and by Winsor & Newton. Most art supply stores carry either or both brands.

If you're asking about a paint 'thinner' that looks like snot, that has a milky looking appearance, most commercial paint thinners and paint removers have this milky looking appearance.

Could be stand oil - it's very thick and gooey.
