I will be a one year volunteer in Ecuador and I am told I need to have proof of a return ticket to the United States, but airlines do not let you book more than a year in advance. Anyone who can give advice about this, much help appreciated!

Also, I am living in another foreign country right now, an a U.S. citizen, can I apply for my VISA from the country I am currently working in?

yes you can get a visa from the country you are now in ,just find the closet one to you ,
as for the ticket some airlines will accept to give a longer ticket ; some work especially with volunteers ,i found one but not sure you can put it on this link # advertising etc. #

Book a ticket up to the maximum of day of your departure from Ecuador. This is for purposes of entry only because you can have it reissued for another ticket for your true date of return to the country of your origin.
