No: Stenosis is when the bulging disc or the vertebrae slips into the spinal cord and compresses it, this is dangerous. It also can mean the arthritis is built up to a degree around the vertebrae on the inside and is compromising the spinal cord (pinching it off) creating spasms, etc..
