If I have my mother in law take care of my child and pay her, what do I have to submit to be reimbursed by the DCSA?

Check with the custodian of the account, probably your employer. The documentation would be the same as if she were NOT your mother-in-law.

Note that she needs to be paying taxes on this income.

A letter from her stating "I received $xxx from my son-in-law for the care of my grandchild, babyboy."
