It consists of mostly meat which is expensive. I feel there has to be some other alternative where I will feel full & still take in less than 30-40 carbs a day.

the cost of protein is a major downfall of low carbing. you may want to try carb cycling where you have a high-medium-low carb days then you repeat. do a internet search on Lyle McDonald and you will find tons of info on low carb diets

How about doing a HEALTHY diet? Eat less, eat better foods and exercise MORE. That's how you lose weight. Not going on a low-carb diet. Because as soon as you start eating carbs again, you'll gain ALL the weight back--and probably more.
You need to eat lean protein/meats, lots of vegetables, whole grains (the more fiber, the better it is for you) and fresh fruit. Stay away from sugar, white bread and white grains (like white rice-too processed) and mashed potatoes. Eat smaller portions. And get out there and exercise. Even if you go for an hour long walk everyday (and I mean walk--put your butt into it) you WILL lose weight.

You do not need or want to avoid all carbohydrates. It is healthy to eat whole grains and low glycemic index carbohydrates these include some pretty inexpensive things, irish cut oatmeal, any kind of beans that you like, brown rice, bulgar (this is cracked wheat and it is delicous and can be used to make pilafs in a quarter ofthe time it takes to cook rice), whole wheat pasta (look for the brand with the least grams of sugar per serving)..

I also try and eat a lot of lean protein so I some times get big bags of frozen boneless skinless chicken breasts at the discount grocery, or if a regular chain has a sale on fresh ones, or on frozen turkey breasts, I stock up and fill my freezer.

Canned mackrel is really cheap and is one of the best fishes for you, but it isn't to everyone's liking.
