Anal glands. That is the foulest smell. You can have them removed.

One your dog may need a good scrub down in the bath with some good smelling dog shapoo
and or two your dogs anal glands may need to be expressed, Basically if you see your dog scooting on his or her hiney the dog is trying to do this theirself, but you can take them to the vet and they will do this for you, they squeeze the anal glands to get all of the unwanted waste out of them and your dog should have no more foul odor.

Could be pee wee rolled in some poo-poo?

Take him to a groomer for a nice bubble bath - cost about $35.

Could be anal glands like another poster suggested or if it is the actual urine that smells it could be a urinary tract infection. Take them to vet if it really bothers you.
