Since we cant see the rash, its hard to tell what you are describing, but it sounds like it may be a rash caused by a deer tick bite, which puts you at risk of contracting Lyme Disease. If you were recently hiking, or out in a location of grasses and wildlife, you may have been bitten and you should get to a doctor and get tested immediately. Lyme Disease is a long-term chronic debilitating disease if not treated promptly. Below is a link to what a Lyme Disease rash looks like.

If on the other hand, you were not outdoors and bitten by a deer tick, then it may be as the person above said - it could be a spider bite. A brown recluse and a number of other spiders can cause a terrible reaction that results in dead tissue in the center with a large red ring around the wound. If its a bad wound, you should have the doctor treat it with prednisone and cortisone shots so you dont lose a big chunk of skin. Link to loads of pictures of those below.
