The crime rate should drop. Some criminals would consider the higher risk of losing their own life and would be less likely to cause crime. Mentally ill and drug addicted criminals would not be influenced as that they lack the logic and common sense that should indentify the greater risk when the general population is armed.

I can't speak for everyone on the responsiblity of carrying guns, but I am actually more responsible when I have a gun in my possession. I try to do everything as perfect as possible to avoid drawing unwanted attention. I am generally more courteous to random people and I obey all traffic laws when I get in my car.
A lot of states that allow conceal carry do backgroud checks and require safety classes prior to issuing a conceal carry, which sort of shows that those who get a license are likely to be responsible.

Well it's difficult to say. To a large extent, criminal behavior is the result of circumstance and socio-economic situation rather than simply of opportunity.

The knowledge that the guy you're about to mug could very well be packing is definitely a deterrent, but that in itself isn't going to end crime.

I think the deterrent effect would probably peak at the rate it is now in states where there is a small population carrying, enough to have the criminals feel uneasy about whether or not their target is carrying.

But the bottom line is, and so many people refuse to acknowledge it, is that a deterrent effect only works to a certain extent. All the people who make their living through violent crime whether it be muggings, armed robbery, burglery etc. etc. aren't just going to pack up their pistols and get a job at the local Wal-Mart because it's riskier to engage in their previous activities. It's just as likely that it could turn into an instant escalation scenario in each act though the overall number might go down. Those determined criminals who would just hold up the local 7-11 before might just walk in and put one through the clerks head immediately and walk out..

I think the situation is best at a current level where you have a small segment of the population who have applied for and received CCW permits. As it stands, a majority of the people interested in getting such a permit are those with an interest in firearms and personal defence and as such take it seriously and are very responsible in going about it. If we just drop all the rules so anybody can do so no questions asked, then you'll see all sorts of little things escalating into violence, accidents, etc. etc.

So to answer the question

#1 - As you have more citizens carrying concealed weapons, I think it does definitely have a deterrent effect upon crime, though this is something more a result of the rules themselves rather than the actual physical number of people carrying. So it will drop, but not proportionally with the number of people carrying weapons. If a huge number of people are carrying, you might see more situations that would have resulted in someone's wallet taken or the convienience store register cleared out resulting in someone dead. All the gun advocates like to think that every criminal carrying a pistol has no clue what he's doing and they're all secret agents who will come out on top in every situation, but if a person takes the decision to draw and fire in a situation the chances are right up there that they'll be the one who ends up dead.
#2 - It is a responsibility, that's a good term because so many people think it should be a right. I think that in order to obtain a concealed carry permit a person should have to go through some relatively extensive safety and procedure training. Just handing them out to applicants with a half day safety course isn't a good idea.

Nobody has the definite answers. America does have far more firearms deaths per capita than any other developed nation, along with arguably the most unrestricted availability of guns, so who can say that the path to more guns is necessarily better. A huge chunk of firearms deaths in the US aren't from robbers or gangsters shooting innocent people, it's often domestic disputes escalating, accidents and others. So having more firearms out there in social situations carried by average people, incidents like that could very easily jump.

It is a proved fact that(even tho the Liberal media refuses to admit it) every State that has passed a Concealed Weapon law has had a 20-30% DECREASE in violent crime, even tho less than 2% of the populace opts to carry concealed weapons. As the Dean of Science fiction once said,"An armed society is a POLITE society!"
2. Another proved fact of CWP law is that over 95% of violations of any new law are for carrying WITHOUT a CWP permit! All law-abiding CWP citizens seem to handle their responsibilities quite well.

Look and compare the violent crime rates between cities like New Yuck and Baston, where only the Privileged(and their bodyguards) can carry, and cities out West, like Phoenix, AZ where a citizen can go armed for their own defense!

No I think it would drop alot. Look at many of the states that allow ccw's. Florida is one and since the CCW act, theft, murder, etc. has drop off the charts compared to what it was the year before. One thing has almost went away completely, and that's car jacking here in Florida. It seems to bother the criminal mind that their prey is armed and ready to deal with them and not just the cops! This open carry would even push that further.

Sadly I have to say no ! I feel the younger generations of today lack self control. I believe this is because of the inability for parents to interact when their children are young. Every year gets worse and worse on that matter. I feel sticking a child in the corner for 5 mins for stealing the neighbors basketball is not good enough to make an impact one that child for the future to come. When I was growing up, everyone I knew had respect from me. This was the teachings of my father. Today, I see very few adults who show this same respect. The kids are out of hand because the lack of discipline. I dont think I would feel as safe with today's public with open carry.

Crime rate would go down

Society is no longer based on honor & honesty. Most people would be against it because they could not lie & cheat without getting called out. The reason folks get away with doing others wrong these days is because we can't do anything about it, "legally" .........

I just got back from the UK & there were scams & cheats everywhere. The US is headed down the same road. The reason our ancestiors came here was to avoid all the crap that we are now allowing to happen.

There should definitively be more control. Like this, any mad man/woman can buy a gun and shoot people (VTech for example).
Edit: In many countries, there is gun control which consists of taking some psychological tests to see if you are able to handle a gun.
