Dogs should be neutered from 5 months of age. They usually come into heat from 6 months of age, depending on the breed.
It is very important to spay a female dog before her first heat, so get her booked in ASAP if she is older than 5 months. If you get this done before her first heat she will have a 75% chance of NOT getting mammary cancer in the future - once she has had a heat this is reduced to 50%, and the to about 25% from the second heat onwards. And if that's not reason enough...!
Spaying also prevents pyometra and uterine cancer.

Female dogs used start heat at 5 or 6 months and they say it is best to get them fixed before first heat so i would say at least before 4 months

IT depends on what breed you have. Usually around 6-12 months is when they first go into heat. They go into it about twice a year, though once again, it depends on the breed.
Get her fixed as soon as you think is the right time, but at least before one year. IT doesn't hurt the dog if you get her fixed during heat, or any other time. It's a noble thing you're doing and I applaud you for it.

Usually between 6-9 months. Sometimes a larger breed may be later and sometimes a smaller dog could be at 5 months - its important to get her spayed by 6 months old; preferably before the first heat. Call your vet now and get her in instead of waiting.

A female dog can go into heat at 8 months old up to 12 months. You can get a dog fixed at 2lb. or 8 weeks old which ever comes first. Some city's have set up and they will go buy you income and fix your dog at little to no cost you might check into it but I would get the dog fixed as soon as you can.

I've read anywhere from 7 to 12 months but my mom's friend has a dog that's only 6 months & has already started hers. I would probably fix her at about 4 to 6 months old if possible.

At 4-5 mo, but before 6 mo. Some vets are even pushing to spay at a lower age, but it's not in the best interest of the dog. They can cycle at 6mo, but it is rare. Usually their first cycle is at 9mo.
