You do not have to be in/join the Navy to do NROTC. You have to take the required classes for the Navy as well as pass a PT test. You can find the requirements through navy.mil Give me a heads up for details.

don't know what its like but I know after two years of being in it you are required to join the military after graduation since they have given you a scholarship and all... its kinda like a trade off! oh you can join the marines too if you don't want to join the navy.... But i could be wrong you may be able to accept a commission from any branch of the military

if you accept payment or otherwise contract, yes, Either Navy or Marines. ho wmany years you must serve as an Officer willdepend on what Community you end up in.
