If you are not in the military, or working legally for a demolition company, or the Federal Authorities, then you have no right under the law to construct such a device, with any amount of explosives, the device is legally defined as a bomb and you are committing a criminal act.
If you go ahead and build this device illegally and it should accidentally detonate, and seriously injure or kill somebody you will be held responsible and charged accordingly.
Even the possession of a remote detonation device is a criminal offense.

How about less than 5 pounds first? Or even less than 1 pound? The amount of explosive in the monster firecrackers that can destroy your hand is a few ounces. The explosive used to shatter columns to implode a building (in a hole in the column) is well under a pound.

50 pounds of explosives? You can test them at the local AF bombing range, with a good reason, orders, and approval from the commanding officer. If you're not in the military, I don't see why you need to test more than a pound of explosives.

licensed laboratories will legally test your device, and probably keep you from injuring yourself or others. Leave it to the experts, seriously you don't need to mess with this sort of thing out of curiosity. You can Google the laboratories if you are serious.

legally you have to have a good reason,like you are doing a show like mythbusters.
Then you must have experts from the right agencies and the fire dept right there to monitor the explosion.
Or you could go out into the desert and do it with little chance of getting caught
