for your first question it's what we call the rheostat it adjusts the lights on your dash at night when you can see them at least thats what it sounds like your talking about for your second question you have two pumps one for the front and one for the rear if you look under the car in the front passenger area in front of the wheel there will be a couple of plastic screws take them out then pull the inner fender panel away (i use a bungee to hold it out the away) look up in the fenderwell you will see your resivoir and the two pumps. To distinguish the two I unplug one of the pumps and then try the front sprayer if it sprays then you unplugged the right pump now when you disconnect the hose feeding the washer fluid up to the sprayer use a little hook or screwdriver just break the seal before you pull it off so you dont damage the hose after that it should be ready to come out you can either catch all your washer fluid(it will start pouring out in a stream through the pump)or take your screw driver and wedge it between the bottle and pump and pop it off if you decided not to wait for all the fluid to drain it will gush out once you pop it out. The rubber seal on the bottle usually stays in but if it pops out just pop it back in make sure its seated right the install the new pump put it back together the connecter can only go on one way and thats about it if you don't wanna do it it's at 100 bucks at a dealer

Yep, The wheel is the dimmer control for you instrument panel lights.

Hold the rear washer button for like 30 secs, I think the hose drains out and it take a while for the hoise to fill up again, if you don't use it often.

The wheel is most likely the dimmer control for you instrument panel lights and the rear window washer is switched separately from the front ones. Look near the rear wiper switch for the rear spray switch.

I'm not a tiburon owner but I'm guessing the wheel is for adjusting the dash lighting, try turning it with the lights on at night or when it's dark enough to see the lights on the dash
