At ANY event, you ALWAYS wait for the host or the hostess to be seated and begin eating before you do. The only exception is if they ASK you to begin before they do.

Well if your talking about tea party in the UK. Afternoon tea is always at four O'Clock. One wait for the hostess to finish pouring the tea then you can start to eat.

It would be best form to wait for the hostess to drink first, but not absolutely necessary - unless she's the Queen or some other royal, then you wait until they begin.

Usually your hostess will indicate that you can begin sipping/noshing right after you are served with a nod or smile or sometimes a helpful, "please go ahead and start." This is a less formal occasion than a dinner party, so enjoy.....

No. It would be polite for the hostess to eat last. What u should do, though, is wait for the hostess to invite you to partake. "Please help yourselves. Do please start. Don't wat for me." or something similar. She might even hand round plates of food. Depends on the occasion. Hope this helps.
