If the drive doesn't recognize the blank CD-R, make sure it's actually a CD-RW drive. Regular CD drives can't read a blank CD-R.
Also try different media- a small percentage of all blank CD-R, DVD-R etc are simply bad, not every one in a pack is usable. Also, try putting a regular CD in the drive and see if that is recognized. If the drive doesn't recognize anything you put in (whether blank, music or data), chances are the drive may need replacing- CD/DVD drives are inexpensive technology, and they wear out after awhile..

Technically you would format a CD-RW in order to erase it and use it again. But you can format a CD-R in a sense. Some programs will allow you to 'prepare' a CD-R so that you can write to it 'on the fly'. But this has very high overhead (filespace) and can lead to issues with other systems being able to read it.

umm try another one. could be a bad disk. there is no such thing as formatting a cd-r. cd-r's are one-time use media, and as soon as anything at all is written to the disc, it becomes permanent

don't do that
make sure u have the right kind of disks for your drive.there is different types and speeds
and your drive is installed right [check in my computer and see if its listed]
make sure u put it in right side up.
you might need to install software for the drive-go to the makers home page and download the software for it

It very well could be that your cd burner will not accept cd_r media. you may have to have cd rw.
