In what situation? In a straight out speed contest, obviously the MiG-21, the same in a stand-off fight (AAM etc).
But in a turning fight, probably the MiG-15. Don't forget, the USAF had a lot of problems dealing with the NVAF MiG-17 over Vietnam, the 'modern' jets tended to sacrifice manoeuvrability for speed.

You are comparing a subsonic 1st generation fighter with a bi-sonic 2nd generation aircraft. Definitely all the advantages goes to the newer aircraft. I'd vote for the MiG-21.

A MiG - 21 is a vastly superior fighter to the MiG - 15, all things being equal the MiG - 21 would easily destroy the MiG - 15.
